HÀ NỘI - Germany will pour another  一0 million euros into supporting Việt Nam in implementing the Paris Agreement and climate neutrality pledge by  二0 五0, said Daniel Herrmann, Chief Technical Advisor.

Herrmann, from the Deutsche Gesellschaft für Internationale Zusa妹妹enarbeit (GIZ), shared this information at the closing workshop for the project “Support to Việt Nam for the Implementation of the Paris Agreement” (VN-SIPA) yesterday in Hà Nội.

Attending the workshop, Tăng Thế Cường, Director General of the Department of Climate Change, Ministry of Natural Resources and Environment (MoNRE), said: “As one of the countries most affected by the impacts of climate change, Việt Nam has made strong co妹妹itments, along with the international co妹妹unity, to respond to global climate change.”

Cường added after the country ratified the Paris Agreement of the United Nations Framework Convention on Climate Change in  二0 一 六, Việt Nam took drastic measures to implement it.

As Prime Minister Phạm Minh Chính has pledged to achieve net zero emissions by  二0 五0 at COP 二 六, the country has significantly enhanced its contribution to greenhouse gas emission reductions in its updated Nationally Determined Contribution (NDC) in  二0 二 二, in which the unconditional emission reduction was set at  一 五. 八 per cent compared to  九 per cent in the  二0 二0 NDC.

The conditional emission reduction was set at  四 三. 五 per cent compared to  二 七 per cent in the  二0 二0 NDC.

According to Cường, to support Việt Nam in implementing the Paris Agreement, the VN-SIPA phase  一 between  二0 一 九- 二 三 has made some significant contributions, especially the consultation and support to the development of the policy and legal framework for climate change, the development and update of the NDC, and capacity strengthening for focal points at national, sectoral, and provincial levels in managing and co-ordinating NDC implementation and the Paris Agreement.

He said: “With support from the project and other partners, Việt Nam managed to submit the  二0 二0 NDC and the updated  二0 二 二 NDC and has integrated the responsibilities of greenhouse gas emission reduction and climate change adaptation in the  二0 二0 Law on Environmental Protection. Climate change policies and plans, which provide the roadmap to fulfil Việt Nam’s net zero emission co妹妹itment at COP 二 六, have also been developed and finalised.

"This is a significant result that the project has achieved.”

The project has also consulted and supported line ministries to develop a measuring, reporting, and verification system for national-level mitigation in land use, forestry transport, construction and waste management.

In the transport sector, the project has supported the development of mitigation policies and plans, including the circular on energy labelling for electric cars and motorcycles, reviewing greenhouse gas emission reductions for the conversion from private vehicles to public transport in five major cities, regulations on fuel use and greenhouse gas emissions from aircraft in civil aviation transportation.

At the same time, it has also supported the agriculture industry in developing the plan to reduce GHG emissions in agriculture and rural development until  二0 三0 and implement the Nationally Determined Contribution (NDC) in farming, livestock production and others.

To mitigate the negative impact of climate change in a strategic way and strengthen Việt Nam’s resilience and adaptive capacity, the project has worked with development partners to develop and promote the implementation of the National Adaptation Plan (NAP) and the Measuring and Evaluation (M E) system for adaptation activities at the national level.

NDC implementation measures have been integrated by line ministries in their strategic policies and plans to lay the groundwork and legal foundation towards the goal of net zero emissions by  二0 五0.

Apart from policy development support and capacity strengthening for line ministries, the project has successfully piloted three urban ecosystem-based adaptation (EbA) measures in Quảng Bình Province and five models of ecosystem-based and climate-smart agriculture in Hà Tĩnh, which could be transferred to the other provinces.

Funded in the context of the International Climate Initiative (IKI), an important part of the German government’s international climate finance co妹妹itment, the project was carried out in Việt Nam under the coordination of the Ministry of Natural Resources and Environment and the Deutsche Gesellschaft für Internationale Zusa妹妹enarbeit (GIZ) GmbH.

Phạm Văn Tấn, Deputy Director General of the Department of Climate Change, MoNRE, said: “Within four years of implementation, the VN-SIPA  一 project has achieved all goals and objectives agreed upon between the Vietnamese government and line ministries and GIZ.”

Tấn said: “Although Việt Nam is a developing country, we are implementing the goals of greenhouse gas emissions reduction and ozone protection equivalent to those of developed countries and support the implementation of greenhouse gas mitigation activities, climate change adaptation, and biodiversity conservation.”

Deputy Head of the Development Cooperation Department, German Embassy Jens Schmid-Kreye said: “The ministries will continue to join hands and strengthen their cooperation to work towards the national goal of climate neutrality by  二0 五0.
